लालबागचा राजा मंडळाचे मानद सचिव व शिवसेनेचे शिवडी विभागाचे संघटक सुधीर साळवी व त्यांच्या कार्यकारणीतील सर्वांनी कोट्यवधी रुपयांची माया जमविली असून, त्यांची पदावरून त्वरीत हकालपट्टी करण्यात यावी व त्यांच्या बेहिशेबी मालमत्तेची त्वरीत चौकशी करण्यात यावी, यासाठी ज्येष्ठ समाजसेवक महेश वेंगुर्लेकर 18 सप्टेंबरपासून उपोषणास बसणार आहेत. त्यांनी केलेल्या आरोपांची त्वरीत चौकशी करावी, व त्याची अमलबजावणी करावी, असे तातडीचे आदेश मुंबई हायकोर्टाने चॅरिटी कमिशनरला दिले आहे.

मुंबईकरांसह अवघ्या महाराष्ट्रवासियांचे दैवत असलेले लालबागचा राजा तेथील मंडळाच्या कार्यकर्त्यांसाठी मात्र उत्पन्नाचे साधन ठरले आहे. दरवर्षी लाखो भाविक लालबाग राजाच्या दर्शनासाठी येत असतात. इच्छा पूर्ण झाल्यानंतर नवस फेडण्यासाठी कोट्यवधींची रक्कम, सोने-चांदी व हिर्‍यांचे दागिने बाप्पाच्या चरणी अर्पण करतात. दरवर्षी या मंडळाची कोट्यवधींची उलाढाल असते. मात्र भक्तांकडून श्रद्धेपोटी येणार्‍या या संपत्तीचा मंडळाकडून हिशोब ठेवला जात नाही. लालबागचा राजा मंडळाला गणेशोत्सव कालावधीत कोट्यवधींच्या जाहिराती मिळतात, त्याचा कुठेही हिशोब ठेवला जात नाही. इतकेच नव्हे तर दर्शनासाठी येणार्‍या महिला भाविकांसोबत अश्‍लिल चाळे होत असल्याचेही सिसिटिव्ही फुटेजद्वारे उघड झाले आहे.

लालबाग राजाच्या मंडळात दरवर्षी होत असलेली कोट्यवधी रुपयांची उलाढाल आणि त्यातून होत असलेल्या भ्रष्टाचाराची चौकशी करण्याचे आदेश मागील वर्षी (31 ऑगस्ट 2014) राज्यपालांनी विधी व न्याय विभागाला दिले होते. मंडळ म्हणून ज्या धर्मादाय आयुक्त कार्यालयाकडे नोंदणी केली गेली आहे. त्या शासकीय कार्यालयाला अंधारात ठेवण्यात आले असल्याचे माहिती अधिकारातून उघड झाल्याने मंडळावर प्रशासक नेमून सर्व पदाधिकार्‍यांची चौकशी गुन्हे विभागाकडून करावी अशी मागणीही वेंगुर्लेकर यांनी केली आहे. मात्र, यानंतरही धर्मादाय आयुक्तांनी यावर ढीम्म राहणे पसंत केले. या प्रकरणामध्ये कुंपणानेच शेत खावे तसे धर्मादाय आयुक्तच कोट्यवधींची माया ओरपत आहे, असा आरोपही वेंगुर्लेकर यांनी केला आहे.

या भ्रष्टाचाराची सखोल चौकशी व्हावी, यासाठी वेंगुर्लेकर 28 ऑगस्ट 2014 रोजी लालबाग राजा मंडळासमोर उपोषणास बसणार होते. तेथे उपोषणास परवानगी नाकारल्यास रिजन ऑफिससमोर उपोषण सुरु करणार होते. मात्र तत्पूर्वी पोलिसांनी त्यांच्यावर कलम 149 नुसार फौजदारी खटला दाखल केला होता.

कोट्यवधी रुपयांचा हिशोबच नाही

संत ज्ञानेश्‍वर पुस्तक पेढीवर 70 लाख 90 हजार रुपये, इतर गणेशोत्सव मंडळांना 18 लाखांची देणगी देण्यात आली आहे. रुग्ण सहाय्य निधीवर 4 करोड 30 लाख रुपये, स्वामी विवेकानंद शिष्यवृत्तीसाठी 1 करोड 4 लाख रुपये, सावरकर ग्रंथपाल कर्मचारी वेतन पुस्तकावर 14 लाख 44 हजार, लालबागचा राजा डायलेसीस सेंटर वर 3 करोड 89 लाख रुपये, भाविकांना अल्पोपहार म्हणून 59 लाख रुपये, सुरक्षा व्यवस्थेसाठी 36 लाखांचा, सुलभ शौचालय बांधकामासाठी 76 लाख 40 हजार, ध्वनीक्षेपकावर 97 लाख 73 हजार रुपये खर्च केल्याचे दाखवण्यात आले आहेत.

मांडवली पोलिसांशीही

दक्षिण मुंबईतील एक अतिरिक्त पोलीस आयुक्त तर लालबागचा राजाच्या दर्शनासाठी रोज 15 ते 20 लोकांना पाठवायचा. मग कसा राहील पोलिसांचा लालबागचा राजाच्या कार्यकर्त्यांवर दरारा? लालबागचा राजाचे 5 हजार स्वयंसेवक असल्याचे सांगण्यात येते. त्यातील बहुसंख्य कार्यकर्त्यांनी तर दर्शनाच्या नावाखाली आपले दुकानफच मांडलेले होते, असे पोलीसच सांगतात. लालबागचा राजाच्या दर्शनासाठी चार रांगा असतात. नवस व मुखदर्शनासाठी असलेल्या दोन रांगांसाठी आम पब्लिक असते. परंतु व्हीआयपी व जवळच्या रहिवाशांसाठी असलेल्या दोन रांगांमध्ये कार्यकर्ते आपली माणसे घुसवतात. त्यामुळेच त्याठिकाणी चेंगराचेंगरी व मारामारी होते. प्रसंगी कार्यकर्ते पोलिसांवरही हात उचलतात. हे कुठेतरी आता थांबले पाहिजे. लालबागचा राजाच्या आयोजकांनी भविष्यात पुन्हा लालबागचा राजाच्या स्टेजवर व आजूबाजूला अनुचित प्रकार घडू नये म्हणून सभ्य, संयमी, प्रामाणिक व नॉर्मल कार्यकर्त्यांची नेमणूक करणे आवश्यक आहे.

मंडळ अद्याप बरखास्त का नाही?

मंडळाकडून कोट्यवधी रुपये खर्च करताना, एखाद्या कंपनीला, कंत्राटदाराला काम देताना धर्मदाय आयुक्त कार्यालयाची परवानगी घ्यावी लागते. अशी कोणत्याही प्रकारची परवानगी लालबागचा राजा गणेशोत्सव मंडळाकडून घेण्यात आलेली नाही. लालबागचा राजा मंडळाकडून धर्मदाय आयुक्त कार्यालयाला मंडळाकडे येणार्या व केल्या जाणार्या कोट्यवधी रुपयांच्या खर्चाचा हिशोब, केलेल्या खर्चाच्या पावत्या, सादर केल्या जात नाहीत. वयामुळे मंडळाची माहिती धर्मदाय आयुक्तांकडे नसल्याने माहिती अधिकारात अशी माहिती देता येत नाही असे माहिती अधिकारात कळविण्यात आले आहे.

लालबागचा राजा मंडळाकडून केला जाणारा आर्थिक व्यवहार पारदर्शक नसल्याने, लोकांकडून मिळणार्या दान रुपी पैसे, सोने, चांदी यांची कुठलीही नोंद सरकारकडे केली जात नसल्याने मंडळाच्या पदाधिकार्‍यांकडून मोठ्या प्रमाणात अफरातफरी करण्यात येत आहे. याप्रकरणाची गुन्हे विभागाकडून चौकशी केली जावी म्हणून वेंगुर्लेकर यांनी राज्यपाल, मुख्यमंत्री, पोलीस महासंचालक, पोलीस आयुक्त, धर्मादाय आयुक्त तसेच पालिका आयुक्तांना याबाबत पुराव्यासह सविस्तर निवेदन दिले असून, गुन्हे विभागाकडून मंडळ आणि त्यांचे पदाधिकारी आणि सभासद यांची चौकशी करावी अशी मागणी केली आहे. या भ्रष्टाचारात मंडळाचे अध्यक्ष, पदाधिकारी इतकेच काय पण पोलिस प्रशासन, मुंबई महानगर पालिकेचे वॉर्ड ऑफिसर, लिगल ऑफिसर, धर्मदाय आयुक्तांचे पदाधिकारी सारेच सामील आहेत.

लालबाग राजा मंडळाचे 2005पासून सर्व सीसीटीव्ही फुटेज तपासल्यास मंडळातील सर्व गैरव्यवहार आणि अफरातफर उघडकीस येतील. व्हीआयपी गेटवर असलेले महेश पावसकर आणि मंगेश दळवी हे कार्यकर्ते बेकार असूनही त्यांच्याकडे गडगंज संपत्ती आहे. 2011 मध्ये विजया रेसीडन्सीच्या पहिल्या मजल्यावरून कोट्यवधींची संपत्ती असलेली मंडळाची पेटी चोरीला गेली होती. मात्र याबाबत रितसर तक्रार नोंदवण्यात आली नाही. या सर्व प्रकरणांची सखोल चौकशी करण्यात यावी. तसेच मंडळाच्या मानद सचिव साळवी यांची त्वरीत हकालपट्टी करण्यात यावी. यापुढेही आपण हा भ्रष्टाचार उघड करण्यासाठी प्रयत्नशील राहणार आहोत.- महेश वेंगुर्लेकर, समाजसेवक

मागील वर्षी पोलीस शिपाई महिलेने आपला विनयभंग झाला, आपणास राजाच्या स्टेजवरून अत्यंत वाईटपणे हाकलले गेले अशी तक्रार वरिष्ठांकडे केली. परंतु त्या शिपाई महिलेच्या तक्रारीची वरिष्ठांनी कित्येक दिवस दखल घेतलेली नव्हती. इतक्या लांबून भाविक राजाच्या एका झलकसाठी येतात. तासन्तास उभे राहतात. त्यांच्या श्रद्धेची जराही पर्वा केली जात नाही. चरणावर माथा टेकवण्यासाठी जराही वेळ न देता त्यांना अक्षरशः ढकलण्यात येते. यात लहान बाळांना घेऊन येणार्‍या महिला, वृद्धांचाही समावेश असतो. ढकलल्यामुळे हे भाविक पडण्याची जराही पर्वा हे उद्धट कार्यकर्ते करीत नाहीत. - स्मिता तांबे, अभिनेत्री

पालिकेची परवानगी न घेता मैदाने, भिंती तोडल्या

माहिती अधिकारातून मिळवलेल्या माहिती नुसार लालबागच्या राजा गणेशोत्सव मंडळाला 2012 मध्ये मंडप बांधण्यासाठी 953 खड्ड्यांच्या बदल्यात 23 लाख 56 हजार रुपयांचा दंड आकारण्यात आला होता. मात्र या दंडाची रक्कम अद्यापही मंडळाकडून वसूल करण्यात आलेली नाही. तसेच 2013 मध्ये मंडळाला 5 लाख 60 हजार 638 रुपयांचा दंड बसवण्यात आला आहे. 2012 व 2013 मध्ये 29 लाख 16 हजार 638 इतका दंड आणि नुकसान भरपाईची रक्कम अद्याप या मंडळाने पालिकेकडे अदा केलेली नाही. ज्या गणेशात्सव मंडळांनी मागील दंड भरला नसेल अशा मंडळांना मंडप बांधण्यात परवानगी देता येत नाही. मंडळाने 19 लाखाचा दंड थकवला असला तरी अधिकार्‍यांनी पालिकेचा नियम केराच्या टोपलीत टाकून मंडळाला या वर्षीही मंडप उभारण्यासाठी तसेच खड्डे पाडण्यास परवानगी दिलेली आहे.

पालिका प्रशासन ढीम्म

गणेशोत्सवासाठी भला मोठा मंडप उभारला जातो. यासाठी ठिकठिकाणी खड्डे पाडले जातात. हे खड्डे न बुजवल्यास पालिका अशा मंडळाला दंड आकारते. सन 2012 मध्ये पालिकेच्या ए-दक्षिण विभागाने सार्वजनिक मालमत्ता रस्ते पदपथावर खड्डे मारल्याबद्दल लालबाग मंडळाला 29 लाख 56 हजार रुपयांचा दंड आकारला होता. मात्र या मंडळाकडून या आदेशाला केराची टोपली दाखवली असून,पालिका प्रशासनाचाही मंडळाला अप्रत्यक्षरित्या पाठिंबा असल्याचे दिसते.

नव्या बडव्यांना आवरा!

स्वत:ला कार्यकर्ते म्हणवून घेणार्‍या शेकडो नव्या बडव्यांना कोणतीही शिस्त नाही. यामुळेच या मंगलमूर्तीच्या द्वारातच विनयभंगासारखे अमंगल कृत्य होते. यामुळेच इतकेसारे होऊनही मंडळाचे भ्रष्ट पदाधिकारी मूग गिळून गप्प आहेत. नव्हे त्यांना उघड-उघड समर्थन करत मस्तवालपणे फिरत आहेत.

गणेशभक्तांच्या भावनांशी अर्थपूर्ण खेळ करीत आणि उत्सवाचे बाजारीकरण करीत लालबाग राजा मंडळ कोट्यवधीचे दान पदरी पाडत आहे. बाप्पांच्या नावाने श्रद्धाळूंच्या खिशाला चाट लावणार्‍या या मंडळाच्या अर्थकारणाला लगाम घालण्याची आणि संबंधितांवर कायदेशिररित्या कारवाई करण्याची मागणी जोर धरत आहे.

देणगीस्वरुपात मिळणार्‍या संपत्तीचा कुठेही लेखाजोगा नाही की धर्मादाय संस्थेकडे नोंद नाही. दानपेट्यांची संख्येची माहिती नाही. या सर्व गैरव्यवहारांचे बादशाह असलेले मंडळाचे मानद सचिव सुधीर साळवींच्या हकालपट्टीची मागणी वेंगुर्लेकर यांनी केली आहे.

केवळ मानद सचिवच नव्हे तर महानगरपालिका वॉर्ड अधिकारी, पेलीस, आयकर विभागाचे अधिकारी धर्मदाय आयुक्त, कायदा सुव्यवस्था अधिकारी यांचे नियंत्रण असणे गरजेचे आहे. मात्र या सर्व अधिकार्‍यांचाच मंडळाला छुपा पाठिंबा असल्याचे दिसून येते. सरकारी अधिकार्‍यांच्या आर्थिक संगनमतामुळे गैरव्यवहार फोफावला आहे. 

पैशासाठी बेकायदेशीर हनुमान मंदिर 

लालबागच्या राजा गणेशोत्वस मंडळाने कोट्यवधी रुपये खर्च करुन हनुमान मंदिर बांधले आहे. पालिका अधिकारी आणि मंडळाच्या संगनमताने हे मंदिर उभारण्यात आले आहे. या मंदिराला सोन्या-चांदीने मढवलेले आहे. लालबागच्या राजाचे आगमन होते नेमके त्याच ठिकाणी मोक्याची जागा बघून हे मंदिर बांधण्यात आले आहे. काही वर्षापुर्वी हे मंदिर 10 बाय 15 फुटाचे होते. त्यानंतर आपली सोय बघत मंडळाने हे मंदिर 40 बाय 55 फुटाचे केले. हे मंदिर उभरताना मंडळाने पालिकेची किंवा धर्मादाय आयुक्त कार्यालयाची परवानगी घेतली नाही. धर्मादाय आयुक्त कार्यालयात असे कोणतेही मंदिर बांधल्याची नोंद नसल्याची बाब माहिती अधिकारामध्ये उघडकीस आली आहे. मंडळाच्या पदाधिकारी आणि सभासदांनी आपल्या मर्जीनेच असे बांधकाम केले आहे. या भ्रष्टाचारात मंडळाचे अध्यक्ष, पदाधिकारी इतकेच काय पण पोलिस प्रशासन, मुंबई महानगर पालिकेचे वॉर्ड ऑफिसर, लिगल ऑफिसर, धर्मदाय आयुक्तांचे पदाधिकारी सारेच सामील आहेत. यामुळेच हे सर्व शक्य होत आहे.

वेंगुर्लेकर यांनी पोलीसांना दिलेल्या जबाबात केलेले आरोप 

लालबागचा राजा मंडळ बरखास्त करुन प्रशासक नेमण्यात यावा. 

सुधीर साळवी गेली 16 वर्षे मानद सचिव या पदावर कार्यरत आहे. त्यांच्या कथित भ्रष्टाचाराची चौकशी करण्यात यावी.

सर्व खर्च करण्यांचे (1 ते 50 कोटी खर्च) अधिकार अधिकार साळवी यांना कोणत्या प्रशासनाने दिला. लालबागचा राजा मंडळामध्ये ज्यांनी पद भुषविले आहे. या सर्व कार्यकर्ते, पदाधिकारी त्यांच्या दागदागिन्यांची चौकशी करण्यात यावी तसेच संपत्तीची चौकशी करण्यात यावी. 

लालबाग राजा गणेशोत्सवादरम्यान स्थानिक रहिवाशांना ओळखपत्र दिले जाते. यापुर्वी पाकीटमार, साखळी चोर, मोबाईल चोर पोलीसांनी पकडले यावर काळाचौकी पोलीसांनी कोणताही गुन्हा नोंद केला नाही. मंडळाच्या ओळखपत्राचा दुरपयोग अतिरेकी देखील करु शकतात. याबाबत मंडळाचे सचिव यांना योग्य त्या सूचना देऊन त्यांच्याकडून बॉण्ड लिहून घ्यावा.

मंडळाची सन 2011 मध्ये विसर्जन संपल्यानंतर दानपेटी चोरीला गेली होती. त्याबाबत अद्याप काहीही माहिती मिळाली नाही. तसेच स्थानिक पोलीस ठाणेने त्याबाबत कोणतीही कारवाई केलेली नाही. दानपेटी चोरीला गेल्यासंदर्भात मंडळाचे सी.सी.टी.व्ही. फुटेज तपासावेत. तसेच या खालील सशंयित लोकांची चौकशी करावी.1) सूर्यकांत पवार (बी विंग, लालबाग राजा सोसायटी)2) संजय धुमक (जी विंग लालबाग राजा सोसायटी) (या इसमाकडे दानपेटी ठेवलेल्या रुमची चावी होती.), 3) सुगत पेडेंलकर (एफ विंग लालबाग राजा सोसायटी), 4) राजेंद्र हळदणकर (58 टेनामेंट पेरु कंपाऊड) याबाबत रोहीदास जाधव हे साक्षीदार आहेत.

• लालबागचा राजा मंडळाकडून घेण्यात येणार्‍या करोडो रुपयांच्या जाहिराती शपथ पत्रावर घेतली जात नाही याची चौकशी करावी.
• मंडळाकडून दिला जाणारा रुग्ण सहाय्यनिधी याचे लेखी रेकॉर्ड ठेवलेले नाही. या निधीमध्ये कोट्यवधी रुपयांचा भ्रष्टाचार झाला आहे. याबाबत चौकशी करावी. तसेच स्वामी विवेकानंद शिष्यवृत्ती योजनेमध्ये कोट्यवधी रुपयांचा भ्रष्टाचार झालेला आहे. त्याबाबत देखील मंडळाकडे चौकशी करावी.मंडळाकडून करण्यात येणारी आरेरावी व दादागिरी यास आळा घालावा. याबाबत मंडळाकडून शपथपत्र घ्यावे. लालबागच्या राजास जे भाविक सोन्या चांदीचे अलंकार दान करतात त्याचे वजन व संख्या याची माहिती जाहीर करावी.
• मंडळाकडून किती खासगी सुरक्षा रक्षक नेमले जातात व त्यावर किती खर्च केला जातो, याची माहिती घेण्यात यावी. तसेच खासगी सुरक्षारक्षकांचे नाव, पत्ते, संपर्क क्रमांक अशी माहिती स्थानिक पोलीसाकडे मंडळाने दिली पाहिजे.
• मंडळाकडून देण्यात येणार्‍या ओळखपत्रांची यादी गांभीर्याने पोलीस ठाणेकडे असावी.

• उपक्रम राबविण्यासाठी घेतलेल्या शाळेचे करारपत्र नाही.
• शाळेच्या शेडसाठी 24 लाखांचा खर्च, शेडच्या खर्चाचा कुठेही तपशील नाही.
• सीसीटीव्ही फुटेज पोलीस ठाण्यात जमा करण्यात यावे.

Senior social worker Mahesh Vengurlekar has decided to begin fast hunger strike from 18 th September  to demand removal of Sudhir Dalvi and other members of executive committee of the “Lalbaugcha Raja Sarvajanik Ganeshotsav Mandal” on charges that he and other committee members have  amassed crores of rupees illegally. Dalvi is also a Shivadi Vibhag Sanghtak of the Shiv Sena.

Lalbaugcha Raja is the most famous Sarvajanik Ganapati, installed at Lalbaug, a prominent locality in Mumbai during Ganesh festival.

 In view of the Vengurlekar’s allegation, the Bombay High Court has directed the Charity Commissioner to immediately inquire into the activities of the Mandal and take necessary action. Lakhs of devotees throng Lalbaug for a darshan of Lord Ganesha every year during Ganesh festival. On fulfilment of wishes, devotees offer gold, silver and diamond ornaments and different type gifts to Lord Ganesh. The annual turn over of the “Lalbaugcha Raja Sarvajanik Ganeshotsav Mandal” runs in crores. But no accounts of the offerings made by devotees are maintained by the Mandal. Even the accounts of the advertisements worth crores of rupees are not maintained. Besides, the workers of the Mandal allegedly misbehave with women devotees. The CCTV footage substantiates this charge.

On 31 st August 2014 (last year) the Maharashtra Governor had directed the State Law and Judiciary department to inquire into the alleged mismanagement of crores of rupees annual turn over of the Mandal. Based on these directions, subsequently the Mandal was registered with charity commissioner.

An RTI query revealed that the office bearers of the Mandal keep the Government offices in the dark about its activities. As such Vengurlekar had demanded a CBI inquiry of the activities of the office bearers of the Mandal. But the charity commissioner reportedly preferred to maintain silence. In fact even the charity commissioner amassed crores of rupees by shielding the office bearers, Vengurlekar alleged adding that it is like “a fence destroying the farm”.

Vengurlekar was to begin his hunger fast in front of the Mandal from 28 August 2014 to demand the inquiry into alleged corruption. Since he was denied permission to sit in front of the Mandal, he was to begin the fast in front of the Region Office. But before he could begin the fast, the police booked him under section 149 IPC.

No accounting of crores of rupees

The Mandal has been donating money to different organisations, but there no proper records are maintained. The recent transactions are:  Rs 70.90 lakh to the “Sant Dnyaneshwar Book Bank”, Rs 18 lakh to other Ganeshotsav Mandals in the city, Rs 4.30 crore were shown to have been spent for assistance to needy patients, Rs1.04 crore spent towards “Swami Vivekanand Scholarship”, Rs 14.44 lakh for salaries of the employees of the “Savarkar Library” and for purchasing books, Rs.3.89 crore were spent towards the “Lalbaugcha Raja Dialysis Centre”, Rs 59 lakh were spent for providing provided to devotees, Rs 36 lakh were spent towards security arrangements, Rs.76,40 lakh spent for constructing the Sulabh Shauchyalaya and Rs. 97.73 lakh were spent for loudspeaker service. 

Collusion with police

An additional CP from South Mumbai sends 15 to 20 people for the darshan of Ganesh every day. Then how would police have any control on the Mandal ? It is said that the Mandal has a  strong force of over 5000 workers. According to police sources, most of them have set up own shops to facilitate easy darshan of Ganesha. There are four queues for darshan. Two queues for “Mukh Darshan” and “Navas”(wish fulfilment) are for general public. Other two queues are for VIPs and the people residing in neighbourhood. The volunteers of the Mandal indiscriminately intrude to force the entry of favoured people due to which there is always near stampede like situation resulting into free for all and fisticuffs are exchanged. In the melee, sometimes even the police are beaten up. This has to be should stopped. To avoid such  ugly scenes, the Mandal should deploy honest, tolerant and decent workers on the podium and surrounding area.  

Why the Mandal has not been abolished ?

“A charitable organisation is required to seek permission of the Charity Commissioner, before spending crores of rupees and awarding contracts to any company/contractor. But the Mandal does not seem to obtain such permission. No receipts for the money spent, donations received are submitted to the Charity Commissioner. Since no information is provided to the  Charity Commissioner, the CC’s office pleads helplessness in providing required  under RTI.  

There is no transparency in monetary dealings,  no records are maintained about the donations worth crores of rupees, including gold and silver ornaments and a possibility of massive embezzlement is not ruled out. Mahesh Vengurlekar in a memorandum (with proof) to the Governor, Chief Minister, DGP, Police Commissioner, Charity Commissioner and Municipal Commissioner, has demanded that a CID inquiry be instituted against the office bearers  and members of the Mandal. In this massive corruption even the police administration, BMC’s ward officer, legal officer and officers of the Charity Commissioner’s office are involved, Vegurlekar has alleged.

   

If the CCTV footage of the Mandal since 2005 is checked, then all the fraudulent activities of the office bearers will be exposed. Mahesh Pawaskar and Mangesh Dalvi, deployed near the VIP gate are unemployed. But both have amassed massive wealth. In 2011 a box containing donations worth crores of rupees, kept on the first floor of “Vijay Residency” was reported to have been stolen. However no complaint was lodged. All these matters should be inquired into and honorary secretary Salvi should be thrown out. I will continue to expose the corruption in the Mandal”..

“ Last year a woman police constable had complained to her seniors that the Mandal volunteers misbehaved with her and she was thrown down from the Ganesh podium. But no cognizance was taken.The devotees come from far off places to have a glimpse of the Lord Ganesh. But they are pushed even before they bow down to pay obeisance. The devotees include aged and women with infants in arms. The workers of the Mandal do not bother even if the devotees fall”....Smita Tambe, Actress   

  

Non payment of fine

As per the information obtained through RTI query, a fine of Rs 23.56 lakh was imposed on the Mandal for digging 953 pits on the road by the BMC in 2012. But this fine was not recovered. Similarly a fine of Rs 5,60,638 was imposed in 2013. Thus cumulatively a total fine of Rs 29,16,638 was imposed, but the Mandal did not pay the fine. Usually the BMC does not allow Ganeshotsav Mandals to erect pandal if the fine imposed in previous year is pending. But despite failure of the Lalbaugcha Raja Sarvajanik Ganeshotsav Mandal to pay the fine, the BMC officers gave permission to erect pandal this year too.

Control these volunteers   

The volunteers of the Mandal have no discipline. That is the reason the incidents of molestation takes place right in the pandal. Despite this the office bearers of the Mandal not only keep their mouth shut, but encourage these workers.

“ The office bearers of the Mandal are playing with emotions of the devotees and have commercialised the festival to earn crores of rupees. A demand to do curb the activities of the office bearers taxing the devotees, is growing. As such Honorary secretary Sudhir Dalvi, presiding over this “corruption” should be thrown out”, Mahesh Vengurlekar has demanded adding that not only Dalvi, but even BMC’s ward officer, police, IT officers, Charity Commissioner are in connivance with the office bearers. Precisely because of this, financial irregularities have grown manifold”.

Illegal Hanuman Tample

The Mandal has illegally constructed a Hanuman temple by spending crores of rupees in collusion with civic officers, near the place where Ganesh idol is installed during Ganeshotsav. It has been studded with gold and silver. A few years back the temple was spread over 10 feet x 15 feet area. Subsequently the temple area was extended to 40 feet x 55 feet. No permission of either BMC or Charity commissioner was obtained before setting up this temple. An RTI inquiry has revealed that the temple is not on records of the Charity Commissioner and the office bearers and members of the Mandal have constructed the temple illegally. All this is possible because in this “corrupt” deal, not only the president and office bearers of the Mandal, but even police officers, BMC’s ward officer, legal officer and officers of the Charity Commissioner are involved.   

Allegations made by Vengurlekar in his deposition before police

a) Sudhir Dalvi, has been a honorary secretary of the Mandal for the last 16 years. His alleged corrupt deals should be inquired and an administrator be appointed by dissolving the Mandal.

b) An inquiry should be conducted as to who gave the powers to spend funds ( Rs 1 crore to Rs 50 crore) to Dalvi. Also, a stock of the wealth amassed by past and present office bearers of the Mandal should be taken and the source of income verified.

c) The local residents are given identity cards during Ganeshotsav. There have been incidents of the pick-pockets, chain-snatchers, mobile thieves being apprehended during Ganeshotsav. But no offence is being registered by the Kala Chowky police. The identity cards issued by the Mandal can be misused even by the terrorists. As such instructions be issued to the office bearers of the Mandal and an indemnity bond be obtained from the secretary of the Mandal.  

d) A donation box was stolen in 2011. But the local police did not take any action.  As such the CCTV footage be verified and the following suspects be interrogated: 1.Suryakant Pawar (B Wing, Lalbaug Raja Housing Society) 2) Sanjay Dhumak (G Wing, Lalbaug Raja Housing Society) (this man had keys of the room where the donation boxes were stored) 3. Sugat Pendelkar (F Wing, Lalbaug Raja Housing Society) and 4. Rajendra Haldankar (58 Tenement, Peru Compound) (Rohidas Jadhav is a witness in this matter).

e) The advertisements worth crores of rupees are not obtained by furnishing an affidavit. This aspect should be inquired into.

d) No account of medical assistance is maintained. There has been corruption worth crores of rupees in medical fund. Similarly there has been embezzlement worth crores of rupees in “Swami Vivekanand  Scholarship Scheme”. This matter should be inquired and an arrogance of the office bearers be curbed. An affidavit be obtained from the office bearers for this.

e) The number of donated gold and silver ornaments and their weight be made public.

f) The information about number of private security guards deployed and the amount spent on their salaries be made available.Besides, name, address, contact number of security guards be given to local police.

g) A list of the identity cards issued by the Mandal be furnished to the police.

h) The devotees crowd the “Loksatta Gate” and the main entrance where the workers illegally collect money to allow devotees to enter the Pandal. The police officers be deployed to avoid this malpractice. Due precaution should be taken because a terrorists can enter through this gate, using fake identity cards.  

i) The gold-silver accumulated in donation boxes be taken over by the Charity Commissioner for valuation.

j) The Mandal has spent Rs 24 lakh for a shed for the school. However it has not entered into agreement with the school for this.
